Housing Rehabilitation ROI improves the quality of existing housing stock through owner occupied rehabilitation and repair services. These services bring housing that is occupied by low- and moderate-income families and seniors up to decent, safe standards. Minor and moderate rehabilitation services are currently available in Genesee County, Orleans County and the Town of Brighton in Monroe County.

Rehabilitation services are directed at structural and mechanical upkeep to homes to make essential repairs to correct health, safety, and code related problems. Typical repairs to homes include

• Improvements to water supply and sanitary systems
• Roofing
• Improvement or replacement of heating and electric systems and their components
  
• Siding
• Energy conservation (insulation, new windows, doors)
• Accessibility and adaptability improvements

Income eligibility guidelines, clear title to the home and evidence of paid homeowner’s insurance and property taxes are basic program requirements (additional requirements apply).

Weatherization Services – in Monroe County
(outside the City of Rochester)

The weatherization assistance program also provides free energy saving improvements to income-eligible households to help them reduce their utility costs and increase the safety and comfort of their homes. Upon applying and qualifying for the program weatherization and energy conservation services measures services may include the following: 

1. Efficiency testing of your heating system,
2. Heating system modifications to improve efficiency,
3. Insulation of air ducts and water supply pipes,
4. Attic, wall and perimeter insulation installed or upgraded to current standards,
5. Repair of doors windows to minimize cold infiltration,
6. Energy saving light bulbs,
7. And other measures as eligible and required.

Income eligibility guidelines apply, your household income may not exceed 60% of the State area median income for your family (household) size. You will also need to submit proof of ownership, copies of recent fuel bills, proof of income and proof of identity (additional requirements may apply).

Assisted Home Performance with Energy Star®
Did you know that you might be paying more than necessary to heat and cool your home? That’s because many homes are under insulated, drafty or have inefficient heating systems. Assisted Home Performance with Energy Star® may save you up to 40% on your total energy bill and improve the comfort of your home. If you are income eligible you may qualify for a 50% incentive (up to a maximum of $5,000) to help pay for make energy efficiency improvements to your home. 
What type of work may be covered?

1. Air sealing to reduce drafts
2. Heating system improvements and upgrades
3. Duct system improvements and sealing
4. Insulation
5. Hot water heaters
6. Energy Star® appliances (dishwashers, refrigerators and washing machines)
7. Some windows and doors
8. Energy efficient lighting
9. Programmable thermostats

You may also qualify for a low-interest loan through the New York Energy Smart loan fund or the ROI Assisted Home Performance loan fund.
